How WhatsApp pricing actually works

Meta charges per message. Every delivered template message is billed on its own, at a rate set by the template’s category and the recipient’s country.

This is worth stating plainly, because it changed. Until 1 July 2025 Meta charged per conversation — a 24-hour window opened by the first message, with everything sent inside it counting once. A great deal of pricing advice still describes that model. It is deprecated, and under the model that replaced it a three-message sequence costs three times what a one-message version does.

From Meta’s INR rate card, effective 1 July 2026. India also carries an authentication-international rate of ₹2.4971 per message, but that applies only to businesses based outside India whom Meta has deemed eligible — an Indian business messaging Indian customers pays the domestic authentication rate above.

Category is not a preference — Meta reviews it. Filing a promotional message as utility to get the cheaper rate is the single most common reason templates are rejected. The template approval guidecovers how the categories are judged.


What Meta does not charge for

  • Messages inside a customer service window. When a customer messages you first, you have 24 hours to reply at no charge. Free for all businesses since 1 November 2024.
  • Utility templates sent inside an open service window. The same order update costs ₹0.115 cold, and nothing if the customer already has an open window with you.
  • Free entry point conversations. When someone reaches you through a click-to-WhatsApp ad or a Facebook page call-to-action, a 72-hour window opens in which any message you send is free.

Three ways to lower the bill

  • Use utility templates where the message genuinely is transactional. In India a marketing message costs about seven and a half times a utility one, and order and delivery updates are what customers actually want.
  • Get customers to message first. Click-to-WhatsApp ads, chat widgets and QR codes open a window in which your replies — and your utility templates — are free.
  • Send fewer, better messages. Under per-message pricing the message count is the bill. Segmenting properly and cutting a three-message sequence to two saves you a third twice over — once on spend, and again in the quality rating that governs how many people you can reach at all.

On volume discounts: Meta applies volume tiers to utility and authentication messages only. In India the first band begins above 2.5 crore utility or 7.5 lakh authentication messages a month, and reaches −30% at the top. Marketing messages have no tiers. The figures above are list rates.

Is this the total cost of running WhatsApp?

No. This estimates only Meta’s message charges. Your total is that plus your Business Solution Provider’s platform subscription. Some providers also add a markup on top of Meta’s rate — ask any provider directly whether they do, because at volume it matters more than the subscription.

Are service messages free?

Yes. Since 1 November 2024, messages inside the 24-hour service window a customer opens by messaging you are free for all businesses, and Meta’s rate card lists no service rate at all. Utility template messages delivered inside an open service window are also free.

Do volume discounts apply?

Only to utility and authentication messages, and only at large scale. In India the first discount band starts above 25 million utility messages or 750,000 authentication messages a month, reaching −30% at the top band. Marketing messages have no volume tiers. This calculator quotes list rates.
