First, work out whether you actually need the API
There are three different WhatsApp products for businesses, and a large number of companies pay for the wrong one.
One person, one phone. No business features. Not for commercial messaging at any scale.
Free. Catalogue, quick replies, away messages. Still one device, one operator, no automation, no campaigns.
No app of its own. Multi-agent inbox, chatbots, broadcasts, CRM sync, analytics — accessed through a BSP platform.
The honest test is simple. If one person can comfortably handle every WhatsApp conversation your business receives, the free Business app is enough. The moment you need two people in the same inbox, automated replies, or outbound campaigns to a list, the app stops working and you need the API.
What you need before you start
Gather these first. Missing documents are the single most common reason Indian businesses stall during setup.
- —A registered business. Sole proprietorship, LLP, private limited — all work. You need proof of it.
- —Business verification documents. GST certificate, certificate of incorporation, or a utility bill in the business name. The name and address must match your Meta Business Manager entry exactly — not approximately.
- —A phone number you can dedicate. It must be able to receive an SMS or voice call for verification, and it cannot already be active on the WhatsApp Business app or consumer WhatsApp.
- —A Meta Business Manager account. Free to create at business.facebook.com.
- —A website with a privacy policy. Meta checks that your business is real and that your data handling is documented.
Most common mistake: using a number that is still logged into the WhatsApp Business app. You must delete the account from the app first — not merely log out — or registration will fail.
The five steps, in order
1. Choose a Business Solution Provider
You cannot get Official API access without one, unless you build directly on Meta's Cloud API yourself. The BSP supplies the platform you will actually work in every day — inbox, automation builder, campaign tools, analytics. Choose for the software, not just the price.
2. Create and connect Meta Business Manager
Your BSP will ask you to link your Business Manager account. Get the legal business name and registered address exactly right here — this is what Meta verifies against your documents later.
3. Register and verify your phone number
Meta sends a code by SMS or voice call. Once registered, the number belongs to the API and can no longer be used in either WhatsApp app. Set your display name carefully — changing it later requires re-approval.
4. Complete Meta Business Verification
Upload your documents and wait. This is the step that gates your messaging limits: unverified accounts are capped at 250 unique customers per day. Verification lifts that to 1,000 and opens the path upward.
5. Submit your first message templates
Any message you send outside a 24-hour customer service window must use a pre-approved template. Submit your core templates early — approval is usually quick, but rejections cost you a cycle. See the template approval guide.
Understanding what it costs
WhatsApp API pricing has two layers, and comparing providers on only one of them is how businesses end up surprised.
Charged by Meta per 24-hour conversation window, priced by category (marketing, utility, authentication, service) and by country. Identical no matter which BSP you use. Rates change periodically — always check Meta's current rate card for India.
Your provider's monthly subscription. This is where providers genuinely differ — on price, on included contacts or agents, and on whether they add a markup to Meta's message rate.
When you compare quotes, ask each provider one direct question: "Do you charge a markup on Meta's message rate, and if so, how much?" A low subscription with a per-message markup can cost far more at volume than a higher subscription at pass-through rates.
Messaging limits and how to grow them
You do not get to message everyone on day one. Meta ramps your limit based on verification status and how customers respond to your messages.

Two things are worth knowing. First, your quality rating — shown as green, yellow or red in Business Manager — gates the whole ladder. A drop to yellow freezes your tier; red can reduce your limit outright. Volume never compensates for people blocking or reporting you.
Second, since October 2025 messaging limits are shared across every number in a Meta Business Portfolio, not counted per number. Adding numbers no longer multiplies your capacity.
What to do in your first week
Getting access is the easy part. These are the things that decide whether the channel works.
