Why templates exist at all
WhatsApp is unusual among business channels: you cannot simply message whoever you like. Meta protects the inbox by drawing a hard line around the 24-hour service window.
A customer has messaged you within the last 24 hours. Reply with anything — free text, images, documents. No template needed.
Starting a conversation, or resuming one after 24 hours, requires a template Meta has already reviewed and approved.
Every broadcast, every reminder, every re-engagement message is therefore a template. Getting good at templates is not a formality — it is the whole outbound channel.
The three categories
Every template must be filed under one of three categories. Choosing correctly is the difference between approval and rejection — and it changes what Meta charges you.
Utility
Easiest to approveTied to a specific transaction or request the customer already made. Order confirmations, dispatch and delivery updates, appointment reminders, payment receipts, account alerts. The test: would this message make sense if the customer had never opted into marketing? If yes, it is utility.
Marketing
Strictest reviewAnything promotional: offers, discounts, product launches, newsletters, abandoned cart nudges, win-back campaigns. Also the catch-all — if a template is not clearly utility or authentication, Meta will treat it as marketing.
Authentication
Most rigid formatOne-time passcodes and login verification only. The format is heavily constrained — you have very little freedom over wording, and you cannot attach marketing content to an OTP.
The single most common rejection: filing a promotional message as utility to get the cheaper rate. Meta's reviewers check this specifically. A "your order shipped — here's 20% off your next one" template is marketing, not utility.
The rejection reasons that catch most people

Writing a template that clears review

Promotional content in the wrong category, a spelling error, excessive punctuation, and no clear transaction reference.

Correct category, clean copy, meaningful variables, and a visible opt-out.
Four habits account for most of the difference:
- —Name the business. Recipients should know instantly who is messaging.
- —Give variables real sample values. Reviewers judge the rendered message, not the skeleton.
- —Include an opt-out on marketing templates. Not strictly mandatory everywhere, but it protects your quality rating, which matters more.
- —Write like a person. All-caps, emoji walls and multiple exclamation marks all read as spam signals.
Protecting your template quality over time
If you connect an AI agent over MCP, it can list your approved templates and pick the right one — but it cannot send an unapproved template, because template status is checked before the message leaves.
Approval is not permanent. Meta continuously scores templates on how recipients react — reads, replies, blocks and reports all feed in. A template that performs badly can be paused or disabled even after months of use.
Practically, that means submitting your utility templates first to build a positive history, keeping marketing frequency sensible, segmenting so people only get relevant messages, and retiring any template whose block rate climbs. Quality rating gates your messaging tier, so template health and growth capacity are the same problem.
